P3I

Project preparation · Digital intelligence · Operating architecture

From opportunity to execution readiness.

P3I helps governments, project sponsors and organisations in any industry turn complex initiatives into structured, data-driven, governable and implementation-ready projects.

The development gap

The opportunity is often not the problem. Converting it into an executable project is.

An opportunity, a policy ambition, a market position or a technical concept becomes actionable only when governance, data, commercial logic, technical dependencies and operating processes are aligned. P3I builds this missing decision and operating layer.

Project Preparation

Structure complex projects into clear workstreams, responsibilities, commercial logic and implementation pathways.

Digital Intelligence

Build structured data, forecasting, AI-supported analysis, audit trails and decision environments.

Operating Architecture

Design the workflows, interfaces, controls, handovers and operating models required to run complex systems.

P3I combines project preparation, digital intelligence and operating architecture so that complex initiatives can be understood, governed, tested and executed.

The name

P3I: Problem, Package, Process, Information.

Problem

Every initiative starts with a problem or an opportunity that is not yet clearly stated. We define it, so everyone works on the same thing.

Package

We structure it into something that can be assessed: scope, evidence, responsibilities and commercial logic.

Process

We design how the package is carried out, with governance, steps and owners, so it can move from plan to execution.

Information

Along the way the work produces prepared, checked and combined information that people can trust and act on.

Prepared information is what the system provides. Experience and thinking around the corner are what people add. Together they make Symbiotic Intelligence, the idea behind our domain, .si.

Built for

Tools that come from real problems.

PEK.digital

Built for bus companies with 1 to 150 vehicles in Germany, Austria and Switzerland. Dispatch lives in phone calls, paper and spreadsheets. PEK.digital is the one place where dispatchers and drivers find everything they need: fleet, drivers, shifts and time recording. It comes from real shift work on rail replacement services.

Referee

Built for the financing and investment industry, which sees many projects and cannot compare them. Every project goes through the same measures: the same twelve dimensions, the same maturity scale, and the same rule that nothing counts beyond the evidence seen. The result is a comparable status for each project, showing what is claimed, what is verified, what is missing and what comes next. Developed by P3I for the sole use of its client.

Approach

Five steps from idea to operation.

  1. IdentifyClarify the opportunity, strategic value, demand case, key constraints and critical dependencies.
  2. StructureDefine governance, commercial logic, roles, workstreams, interfaces and the project architecture.
  3. DigitiseCreate structured project data, auditable records, workflow controls and decision-grade information.
  4. De-riskMap technical, regulatory, infrastructure, commercial, ESG and operational risks and convert them into actions.
  5. OperationaliseTranslate the architecture into implementation-ready workflows, responsibilities, controls, KPIs and operating interfaces.

A decision environment is the combination of data, rules, processes, analytical tools and governance structures that allows a government, project sponsor or operator to make faster, evidence-based and auditable decisions. The purpose is not digitalisation for its own sake.

Capabilities

What we build, in detail.

Project Preparation

  • Strategic and commercial architecture
  • Project and workstream structuring
  • Dependency mapping across technical, regulatory and operational layers
  • Permitting and readiness mapping
  • Governance and decision-rights design
  • Risk registers and issue logs
  • Implementation roadmaps and data-room structures

Digital Intelligence

  • Data architecture and structured repositories
  • AI-supported forecasting and scenario analysis
  • Project-readiness and risk dashboards
  • Audit trails and compliance workflows
  • Document intelligence across permits and contracts
  • Integration with ERP, TMS, SCADA and GIS
  • Role-based access and segregation of duties

Operating Architecture

  • Operating-model design
  • Workflow and process architecture
  • Asset, service and workforce coordination
  • Control points, handovers and escalation logic
  • KPI and reporting frameworks
  • Compliance and auditability by design
  • Transition into repeatable operating procedures

P3I Intelligence

The analytical layer behind project preparation.

It structures project information, measures readiness, highlights risks, tests scenarios and supports operational and strategic decisions.

Project Readiness

Maturity across land, permits, infrastructure, commercial structure, governance, ESG, logistics, operating readiness and data quality — what is known, what is missing, what must happen next.

Scenario Engine

Testing the effect of changing assumptions: CAPEX, OPEX, input and market prices, FX, infrastructure delays, energy availability, logistics constraints, local-content requirements and demand.

Document Intelligence

Permits, studies, contracts, correspondence, maps and reports structured into controlled, searchable and auditable project intelligence.

Sector Intelligence

Market, resource and infrastructure context combined into structured evidence for prioritisation and planning — in whichever sector the project sits.

Governance by design. Data ownership remains with the client or sovereign authority. Role-based access separates ministry, regulator and operator. Audit logs and segregation of duties support accountability. Open data standards are preferred to reduce vendor lock-in. AI outputs support decisions rather than replace accountable decision-makers.

Applications

One method, any industry, any region.

P3I is not tied to a sector, a region or a project size. What changes is the context; the questions stay the same: what is known, what is missing, who decides, and what happens next.

Energy & utilities

Generation, storage, grids, charging and industrial energy systems: readiness, data architecture and operating workflows.

Mining & materials

Resource knowledge turned into development pathways: dependencies, permitting readiness, processing and sequencing.

Transport & logistics

Corridors, nodes, fleets and service operations: interfaces, handovers, maintenance and workforce models.

Industry & manufacturing

Plants, supply chains and industrial parks: process architecture, control points and KPI frameworks.

Public sector & government

Programmes, permitting and oversight: decision environments with role-based access and audit trails.

Digital & data infrastructure

Data platforms, integration and responsible-AI governance: ownership, access control and auditability.

Built environment & real estate

Large developments and portfolios: workstream structuring, dependency mapping and delivery governance.

Water, waste & environment

Utilities and environmental programmes: permitting, monitoring data and operating procedures.

Agriculture & food systems

Value chains from production to market: logistics, data capture and coordination across operators.

Foundation

Built on complementary competence.

Structure

A corporate and governance framework that gives clients a clear contracting party, defined responsibilities and continuity across projects.

Practice

Hands-on experience in project management, workflows, coordination and international management informs the way P3I designs processes. Specialists are brought in for each project as needed.
